On the morning of October 13, the construction site of Chenxing Shiguang Zhi Cheng—a landmark project developed by Shanxi’s first publicly listed property developer, Chenxing Development—buzzed with excitement as drums and music filled the air and colorful flags fluttered in the breeze. The grand groundbreaking ceremony for the Shiguang Zhi Cheng project officially kicked off at the intersection of Longhu Avenue and Hesun Road in Jinzhong. The event was presided over by Mr. Cao Yimin, Deputy Director of the Jinzhong Development Zone Management Committee. Among the distinguished leaders and guests attending the ceremony were: Mr. Hu Yuting, Secretary of the Jinzhong Municipal Party Committee; Mr. Huang Haitao, Vice Mayor of the Jinzhong Municipal Government; Mr. Lu Jianping, Vice Chairman of the Jinzhong Municipal Political Consultative Conference and Secretary-General of the Municipal Party Committee; and Mr. Tong Qing, Director of the Jinzhong Development Zone Management Committee.

On the morning of October 13, the construction site of Chenxing Shiguang Zhi Cheng—a vibrant hub located at the intersection of Longhu Avenue and Heshun Road in Jinzhong—buzzed with the sounds of drums and music, as colorful flags fluttered in the breeze. The grand groundbreaking ceremony for the Shiguang Zhi Cheng project, developed by Shanxi’s first publicly listed property developer, Chenxing Development, officially kicked off amid high spirits and excitement.
The groundbreaking ceremony for Chenxing Times City was presided over by Mr. Cao Yimin, Deputy Director of the Jinzhong Development Zone Management Committee. Attending the ceremony were distinguished leaders and guests, including Mr. Hu Yuting, Secretary of the Jinzhong Municipal Party Committee; Mr. Huang Haitao, Vice Mayor of the Jinzhong Municipal Government; Mr. Lu Jianping, Vice Chairman of the Jinzhong Municipal Political Consultative Conference and Secretary-General of the Municipal Party Committee; Mr. Tong Qinglei, Director of the Jinzhong Development Zone Management Committee; Mr. Zhang Zuqi, Secretary of the Yuci District Party Committee, along with other leading officials. Also present were Mr. Bai Wukui, General Manager of Chenxing Real Estate Development Co., Ltd.; Mr. Li Duwen, Chairman of the Board of Directors of Changlu Group; Mr. Xiao Zhirong, President of the group; employees from Chenxing Development, Changlu Group, and other collaborating partners, as well as representatives from the media.
After the ceremony began, Mr. Bai Wu Kui, General Manager of Chenxing Real Estate Development Co., Ltd., introduced the project. Located at the intersection of Longhu Avenue and Heshun Road in Jinzhong City, Chenxing Times City is positioned as Shanxi’s first high-tech children’s theme cultural park. Covering an area of 27,000 square meters, the park boasts a total construction area of approximately 98,000 square meters, with a total investment of around 1 billion yuan. The project is divided into four major sections: education & culture, cultural creativity, entertainment, and sports & culture. Notably, it features a central show venue spanning 5,000 square meters, along with the iconic 70-meter-tall Spirit Fortress—the all-LED Times Tower. This striking landmark perfectly complements the "Gate of Time," formed by two 30-story boutique hotel-style apartment buildings bathed in literary charm. Together, they create the city’s premier third-generation growth space dedicated to children, offering inclusive access to a vibrant, child-themed cultural experience. Upon completion, the project will become a landmark architectural marvel in our city.
General Bai’s speech was both insightful and easy to understand, seamlessly transitioning from the spirit of integrity upheld by the Jin merchants to the essence of corporate culture. Twenty years ago, Chenxing began its journey in Jinzhong, and throughout two decades of growth, it has continuously evolved while staying true to its core values, steadily expanding its business footprint. In this new era, Chenxing remains fully committed to fulfilling its mission: ensuring that the Time City project is successfully operational and open as scheduled by December 2019, delivering a high-quality, premium project that will delight residents across the city.
Following this, Mr. Li Duwen, Chairman of the Board of Changlu Group and partner of Chenxing Development, delivered a statement on the project. It is precisely with the strong support and collaborative efforts of partners like Changlu Group—working together wholeheartedly—that Chenxing will undoubtedly bring forth even more exceptional projects to honor Jinzhong.
Afterward, the leaders moved to the site where the groundbreaking ceremony would take place and jointly broke ground by shoveling soil into the foundation. Accompanied by vibrant colored smoke and resounding ceremonial cannon blasts, the groundbreaking ceremony for the Chenxing Times City project came to a successful close!
